The Texas Department of Transportation has reached a significant milestone in the reconstruction of State Highway 4, known locally as International Boulevard. Crews were on site May 5 through May 6 to remove portable concrete barricades and complete roadway striping, facilitating the full reopening of Phase 1.[1][2]
Project Scope and Progress
This $21 million project aims to rebuild the roadway with durable concrete pavement to handle heavier traffic loads, upgrade storm drainage to mitigate flooding, install continuous sidewalks for pedestrian safety, and improve signage and striping for better traffic flow. Phase 1, covering the stretch from I-69E to Wilson Street, has been under construction since 2024, with previous phases addressing utility conflicts. Motorists experienced delays during the recent work and are advised to follow signage and use alternate routes.[3]
Work will now shift to subsequent phases extending toward State Highway 48, with full project completion anticipated later in 2026, weather permitting.
Ongoing Regional Efforts
Parallel to the International Boulevard project, TxDOT continues roadway enhancements on I-69E in Brownsville, impacting northbound and southbound lanes between FM 802 and Boca Chica Boulevard during overnight hours through August 2026.[4] City public works teams are also advancing local reconstructions, such as Coffee Road, which began in late March.
Looking ahead, the upcoming start of construction on Dennett Road later this month will widen the corridor, adding lanes and improving drainage. These initiatives signal continued investment in transportation infrastructure, potentially easing congestion and enhancing safety in the near term.
